Computer question, need help trying to get application forf employment forms filled out, can not get computer?

employer sent them to me wants me to fill them out online and send back to him. They are in the DOC format, when i download and save and then try to fill them out, will not allow me to type to fill out any info, also the same thing happens when i try to download a resume' form can not fill it out either, what is happening. I am new to computers but my friends that are not do not know why it will not let me fill in the forms either, one friend said it needs to be in rich format but do not know how to do that, Also i can not get the computer to accept the numbers for the office suite to get it working it says wrong number each time? I really need to be able to fill in these forms please help. It is so weird when i go to the form and try to do anything it is like the keys are totally locked can see the page yet small but can not fill in any lines????
