Why does the government punish people for their success with high taxes?

This takes away incentive. The government should reward rich people for their success by not taxing them at all. In fact, the people who need to be taxed heavily are the working class and poor, as punishment for their averageness. They should then give this money to the rich as a reward. Ending social welfare will give even more incentive for the poor to become rich.
