Can I become an officer in the Army with a Felony?

Very rare chance. It is a conviction in the eyes of the military meaning it requires a moral waiver... unfortunately, while they exist, they are rarely granted, especially for felonies. You may not even get into ROTC in college, its hard to get into, very different than JROTC.
