Well I think it means that if you drove a car with out insurance and had an accident, that might be construed as a crime with another party as the victim of you not having insurance. This would seem more of a back ground question for a driver job, such as school bus driver. In the case of not having a driver license, you likely wouldn't have insurance either and these charges would have to go to another court other than traffic court, you not have a driver's license. It could be rather bad, if you are sued in civil court for injuries while illegally driving a car.
