How come the Democrats want to punish all the rich people and not the people that pay no taxes?

I am as home schooled 5th grader and I don't understand this. I am watch Fox News and they said the rich pay all da taxes and provide all the jobs, but then others don't pay no taxes. Can you help me understand this I have to do a report for my mommy.
